Since the 2018 wiring rules, a new home has every circuit on a safety switch, so a Rockbank house wired from 2019 on should have them throughout.
Houses from a few years earlier should still have them on the power points and the lights, which has been the rule for new homes since 2001.
Rockbank also has older houses from before the estates. A board in one of those can still have ceramic fuses and no safety switches, so we check it before anything new goes on.

Can the outside lights come on by themselves?

Either can work. 12 volt lights run from a transformer and are easy to move later. 240 volt suits bigger fittings, and lights set a long way from the house.
